I agree, sand is best. There is a black and white sand called Eco Complete or Sahara Sand that works well. It has a fine aragonite sand mixed in that will help buffer the water. I use pool filter sand for my shellies. It's a beige tone and fairly cheap ($9.00 for 50lbs. at a pool shop).
 
you can mix sand and crushed coral,that what I use in my shellie tanks.I have about 10 meliagris in a 20l.They arent colony formers the others will eat any fry as soom as the venture from the shells.
 
In my opinion, it would be pointless in purchasing more than 5 or 6. Once they grow up and mature, as long as you don't have anything else in the tank stressing them out, or eating their offspring - you'll end up with a bounty of babies.
