Not sure if I can explain this right. I just set up a used 45g. It came with a lot of junk, heaters, filters ect. I'm trying to use a older heater and it doesn't fit right at the top so it's held on by a clamp that sticks to the side. It's 15" long and glass. I've heard of glass heaters cracking and frying fish. There is no markings and I was wondering about a safe level to keep the water. I'm not going to use it for ever but I'd like it to work for a while with out burning my house down.
 
Could you give us a brand and model of the heater? If you can get that, just do a google search on it and it will tell you if it's fully submersible or not.
 
If its a submerable heater which I take it ikt is either have it sideways or at an angle in the middle of you tank about halfway down or so and fill the tank all the way up and it should be complelty under water.

Just make 100 percent sure it's fully submersible before you attempt that, or you WILL have some serious problems. The way you explained it being "clamped" on suggests to me that its an older non-submersible heater.
 
Hmm sorry guess from the way you said clamp it does sound like a non-submersible one. If that's the case it sats on the top of the tank over the trim one side of the clamp on the inside and one side on the outside of the tank then just fill the tank up to the top as you normally would. A picture would help us figure out which one it is.

I am guessing that this is not a submersible heater. Can you post a pic? I have an older 15" elite heater on my 75. I do not have it plugged in because my water stays at 76 constantly. This heater is not submersible and uses a clamp to attach to the back out the tank. I have used glass heaters for years with out issue. I think the problem people have with glass heaters is when their monster fish bang them against the side of the tank and they break. As far as the water level if this is the kinda heater you have there is a small tag on the inside that says. Water level here

Thanks for posting the pic. My heater is just like the one above and I can't find a brand name or anything. It's old but works well. It has the same two wires running down the inside and I hope if I keep the water level about 3 inches from the top it will be okay. That is as far as I can get it in the water the way my tank is.

It will be fine at that level. I have had this heater for years with an issue.
