not to put you off or anything but i have been there and done that and if i were to do it again i would do it alone and not with a partner as this was my downfall.
i would also do it from home so no travelling as the effort to run and maintain lots of tanks is great.
i did it as a sideline to my main job and did get a few oddballs and quite a few run of the mill fish which we also sold locally but ended up doing the lion share of the work and my business partners ethics put me off also.
i do have loads of info regarding this as the business was up and running for a while so if you want specific info just pm me.
 
Have you got a petshop license?
Are you registered to pay tax?
Before thinking of anything else, remember you need both the above.
Then, are you going to be buying wholesale or importing yourself?
If Importing yourself then you will require a import license.
How many litres of tanks will you be running as stock holding tanks? What kind of filtration are you going to be using?
All these questions you are going to need to be able to answer before you seriously consider it.
I would budget for around £2-£3k setting up and stocking, depending the amount of stock and holding facilities your going to have. Then theres food, medication, and other consumables.
Just to give you the idea of things your going to need to think about.

The problem with the odd balls, is that the market for them is very hobbiest oriented. I work/worked at a Big Al's and we get these great pick ups from time to time, they come in and go out almost as fast. We get another shipment, and they sit for months because those who want them have them. I would think about a specialty order shop, where they can come and you have more of an office setting and some kick ass tanks around as displays of the odd balls and then have people do the special order right in the office maybe picking of the fish you have or maybe harder to find ones as well.
 
I'm thinking of most of the other people's tanks that I know, and most of them at 10, 20, 29gal maybe tops. In these tanks are the typical Petsmart type common fish. I just don't think that there is a market out there to support an oddball type shop. If you do open a shop, I would think that it would be more successful with a stock of common fish that is supplemented by the occasional oddball. Best of luck though with whatever you decide.
 
what i have come up with is when we move house my dad going to give me a building that me and him are going to renevate my dads an archticet technologist and knows stuff off building. My dad is also into renewable enery type stuff so we get solar pannels and wind turn bines for my house which create more than needed for an avergae house hold the waste electricy i will be able to run my buildings off. so electricity shall be free. Food we can hopefully cultivate most of it. I have taken in from ur comment that a shop that totaly sells oddballs would not work so we are going to get common fish with some oddballs. Some on also commented on equipment so we will sell them 2 mostly be over the internet. There was mentioned something about pet shop licences (i need to find out more) also import licences ( i need to find out more) also about paying taxes (i need to find out more)
when i can get transport im going to aply to work at my lfs for experince im also have been wanting to do marine biology from since i was 11 and i am doing that

If you do get it going let me know what you get in stock! I don't think it would be a good idea if you are in it to make large amounts of money because large oddballs don't sell in the same volumes as other common tropicals, do it because you really want to , not to become rich! Good luck if you start and stay positive!
