recently discovered my perch has been nipping the pectoral fins of my short finned eel, and has completely removed one, and severely damaged the other. i know they have a rather good recovery, but what are the chances of it recovering from something like this? it looks pretty severe and his balance is obviously affected.

It will really depend on if the wounds heal clean.. and if he damaged the pectorals or just the fins... if it's just the fins themselves should grow back.. but if it damaged the appendages and muscles and tissue the fin may not regrow.

Keep the water perfect!!

Low nitrates will speed up the process
