Should I block bulkhead holes? Bulkhead placement?

If your not going to use them I would just silicone a piece of glass over them. I wouldn't want a bulky bulkhead sticking out for no reason. If you decide ever to use the holes it be easy to uncover it.

The overflow (and tank) are glass, but I don't think il bother trying to paint it.
And after all this thinking and spending the last week or two building a sump, and the month or two before building the stand, the wife has decidedshe wants to move in the next couple of months. So the setting up of my tank has come to a complete stop as I don't see the point in having to pull it apart and move it.
I might look into just setting up the 4ft sump/fuge by itself as a small reef setup.
