Turn that pick in as soon as possible, don't fear an ass wipe like the owner of the dog. PM the address and I'll turn the owner in.
Does the dog have food and water? Does the dog have a doghouse to which it can go to?
If the answer is yes to both of those I would not get involved because it is not your dog.
If the answer is no to either of those, the person is in violation of bylaws and should by all means be reported.

Hello; I agree with this advice. It is not a good idea to go onto someones property or try to tell them how to run their lives. Consider the attitude that such a person may have considering that they treat a dog in such a manner.
