no. that is 100% delhezi. ornates do NOT have that type of pattern and an ornate's head shape is completely different than the head-shape in the picture. That Delhezi in the picture is a captive bred fish with no stripes.

i keep all upper jaw species (excluding teugelsi which i will own in a couple of weeks) and that fish in the picture is DEFINITELY a delhezi.

It has poor markings, but it's definitely a delhezi, here's another view/trio:
