One of my silver dollars has a firm bulge what could it be? He eats and swims fine. Although some of his fins are gone. The other 2 I have are fine

Could be a tumorous growth of some kind.
 
From your pictures it would appear that the fish in question is struggling to swim correctly. I would euthanize.

He swims pretty good. And is still quick. Does do odds things because of not have fins. Might put him in separate tank and try the pea food. Doesn't hurt to try.
 
IMO, the SD is suffering an intestinal bacteria infection. Really nothing can be done at this point.

I would definitely separate him. Just to protect the other fish. You don't know what is causing this. So it might be something infectious that will not stay inside the sick fish.

I don't know what it is, but I give a +1 to the suggesting of euthanizing it. It seems too far gone.
If it is a tumor of some sort, it may not be contagious but it is not curable.
If it is a nasty internal bacteria infection, it seems to have gone far enough that no reasonable cure may be possible.

But I wonder about the fins. How did that start, and what was the timeline of progression? It seems to me that conditions in the tank may not be good, such that such fin rot or whatever occurred and progressed that far. More information needed for any suggestion towards preventing it to spreading to other fish.

Well this is the 3rd day of being quarantine. No food and the bulge is almost gone. I've put him in a gallon size fish bowl changed the water every night and kept the temperature around 80. He seems to be ok with it. Tomorrow I'll give him a pea and see how he does. My other two are fine. Think they miss him ?
