Simple saltwater setups?

Damsels like yellow tails and azures tend to be on the more mellow side and could work.

Yup there are some damsels that are more mellowed out, but in general they are aggressive little buggers. If you absolutely love them; you can go for it, if you are indifferent, I would avoid them.
On RO/Well water, for only fish you can probably use your well water. For a reef tank, RO or distilled water is pretty much essential, not only keeps bad stuff out but keeps your parameters stable by giving every batch you mix the same starting point, wheras tap water can change throughout the seasons.
I would say the same goes for a skimmer- in a reef they are much more important, for a fish-only tank you can probably go without one. I actually don't even have one on my reef (but do use RO water only).
A fish-only saltwater setup for hardy fish is basically the same as a freshwater setup, just add salt! The live rock will filter the water biologically, but I would add some mechanical filtration like an aquaclear HOB filter to catch particles and keep the water looking clear.
