The issue there is that ammonia will build up in the bag, with no bacteria colony to break it down. I suppose there are probably slow-dissolving water conditioners or something to help with that...
This is all sort of outside the realm of what the OP was asking about, though, since most fish are shipped in plastic bags with oxygen added.
 
The question was asked, what size fish are they? Pbass are pretty hardy fish they will do fine if they are 2.0in or more.
I generally float the bag in the tank they are going in for 30 mins without opening it. Then open the bag with them into a bucket,scoop them out and right into the tank.
