if your silver is already accepting let pellets then you may use aro sticks cut up
but if he isn't then wait for him to grow a little bigger(6"+) before you start fasting him

So if it doesnt take the pelets when its a baby, what would you feed it instead until it gets to 6"?

Chances are that it was already fed live food. Once they are fed live that's all they will eat untill you get them trained to eat pellets.

Yeah, ive noticed my baby jar isnt eating pellets either, so the lfs that i got him from must of fed it some sort of live food already, what would be the best way to 'train' it to eat pellets?

earthworms, mealworms, crickets, shrimp , beef heart cut into small pieces so that he can eat with ease

normally they do accept shrimp and worms
the best way to train is
feed your fish worms or shrimp, when he starts coming to the surface for food every time you come near the tank you can put in a worm let him finish it and then put a pellet, he may bite and leave it, go on doing this and keep reducing the number of worms and increasing the number of pellets

or

once he is 6"+ starve him and put pellets everyday and remove uneaten ones

the best way for your fish is the first method that headbanger_jib posted.
