1) OK Is it true if you are running a in sump skimmer, then the water level should not fluctuate where the skimmer is or is that just crap? I don't mean like 6" of fluctuation but like 2 or 3 tops.

2.) If your skimmer can be insump or hob. Does it work just as well if you hang it on to the back of the sump???
 
Yes, You need a constant water level for your skimmer.
Yes, It should work fine if the water level in the sump is high enough. Most peoples sumps only are half full due to water drainage on shut down. So they don't overflow the sump.
