I might be careful with the Pictus and Tetra, mainly because the pictus is a fish with a wide mouth and in many of the profiles that are provided on the internet they mention being careful with small fish+pictus catfish= dead tetras

If you are confident, I recommend a larger tetra like a School of Congo or Serpae tetras ( personally, Congo )
 
congos are good... if you wanted aggresive tetras try bucktoothed tetra...

Thanks for all of these additional observations.

Really I don't know if there will be room for tetras anyway. I remembered that I also wan tot have a group of a half-dozen oto cats for algae control. It might get to be too crowded with tetras also. I would like the tank to be more like a species setup anyway.
