what species of freshwater ray stays the smallest?

Try the search function, it's been discussed many times..

But for a quick answer, your looking at Hystrix, Reticulata, and Scobina.

Scobina is the smallest but, basically unavailable due to the Brazilian export ban.

Histrix are the next but they fall into the same trap as scobina.

Reticulata (magdalenae) are your best bet.

You can actually obtain them relatively easily. There are several breeders in Europe that have them available on a regular basis. Andreas, Frank, Amazon-Exotic-Import, etc.
