Smell?

if you got any kind of sand with it i would either wash it or by new sand as lot of gunk can build up in a sand bed.

the tank can be cleaned with bleach or vinegar, with rinse after cleaning, with bleach allow the tank to dry since bleach evaporate, when the smells gone the bleach is gone.

live rock needs to be stored in heated saltwater to stay alive

Well the live rock isnt live anymore now its just dead smelly rock, still ok to use though if mixed with live rock? Should there be any special procedure there?
 
if the live rock smell's it still is alive just suffering alot of die off from transport unless you let it dry out completely from water. the die off should be cleaned to cut down on cycling and do this in a tank with good flow and no light so algae won't grow from the nutrient's of the die off. then when 0 ammonia your good to add light to the tank and heat if you heat it will cause diatom algae growth or hair algae.

All of the rock is dry, im sure its been out of the take for a couple of months now so im sure its dead. I can still use this rock correct? Maybe just clean it with hot water before putting it in the tank?

you can use the rock it will be fine. As far as the tank if you rinse it thoroughly with hot water and let dry you can use this product to clean it.

It is safe for inside and outside of the tank. hope this helps you

Man this stuff is getting potent, tank should start cycling on monday but I really want to get this smell out of here. What should I wash the rock with? Soak in near boiling water? What is the best remedy for this?
 
if the rock stink's horribly it would be okay to put in like rubbermaid trough or bin fill it with saltwater add carbon and get it circulating and do a water change every couple day's to help cycle the ammonia out of it.

Alright I might give that a try but after the cycling process is completed the smell should be gone correct?

yes sir the only way a smell may be there if there is a dead sponge stuck in a hole or something then all you need to do is use your nose find the smell and scrap it out and rinse it real good and continue to cycle it and you'll be good. It is a pain sometime's but it will pay off in the end.

Would it be ok doing an in tank cycle with the rock I am describing with only rinsing it out? Also would the smell go away after its done with the cycle?

You could cycle it in your tank not big deal with that I was just thinking of your rock giving off the ammonia smell that's why the suggestion for cycling in basement or garage where you don't have to deal with the smell. after you cycle the tank and there is 0 ammonia you shouldn't have any smell but that of the ocean :) .
