Snakeheads are considered a harmful invasive species. I don't think it's only Ohio, they may be illegal to import everywhere in the US. There are several "documentaries" about the snakehead infestation of the potomac river system, and a pond in maryland I believe where someone released a couple snakeheads, they bred and overran the pond. NatGeo and Disc Channel both have specials about the snakehead.

^ hes right they are illegal to import here.

If you really want a snakehead, you can think about a bowfin. They have a pretty similar appearance......

Laws do change. If you really want one, you will need to move out of the country so you can keep snakeheads legally. Canada other than Ontario still permits snakeheads I believe.
