I would suggest that you first try contacting usfw and see if they wouldnt mind parting with a few of the ones they have. And if not ask them if they can direct you to someone that carries them. As for the fine part dont worry they cant take what you dont have to give them.

A guy here told me that he was fined one hundred dollars per inch of the fish's length.

it is a different matter in different states. like here in MN i was told by the dnr a while ago that if i knew of a breeding pair "IN STATE" i could get them from that person only. i couldn't import any across state line because that would be in violation of federal laws but in the state we can have them. they are not listed under MN fish ban list as well. just food for thought. though if they were to end up here in any lakes or rivers i am sure they would ban them, whether they were from an in state source or not.
