No its not illegal and yes you can keep it. They're not exactly "uncommon" anywhere. That's why they're called "common" snapping turtles.

They are really hardy in captivity. It's also about right you would find one now. It's around this time of year that they hatch and often venture across roads, golf courses, etc. I found mine crossing a major road next to a golf course. They will take krill, feeders, beef heart, etc. Mine was started in a critter keeper fed with tilapia. Full grown adults can be housed in a 50 gallon breeder or larger. Note they're fully aquatic (they come out of water rarely but do) so you want a tank with good deal of water.

For babies, make sure the water is no deeper than what it takes for the turtle to poke its nose up for air.

And...watch your fingers.

Actually, on second look...it COULD be an alligator snapper. Get us better pictures. If it's an alli snapper, you may not be able to keep it.

I think you can keep it as long as you can provide proper care. Just my opinion :D

1. Don't put it around children. To many fingers to bite, and too much stress for the animal.
2. I kept one, oh, 28 years back. To be honest, it was my favorite pet ever. So personable, so much personality, so cool. I miss that turtle a lot. I loved that thing. I fed it tender vittles soft cat food, which was probably stupid, but he got so fat.
3. They are easy to keep, provided you keep uber-clean water for them, temperature correct water and enclosure.
4. You'll need a very large aquarium with a very large footprint and a beefy robust filtration system.
5. You'll need good, healthy meaty foods.
6. You'll need to commit to an animal that is fairly long lived, grows to a considerable size, and cannot be housed with anything else.

In the end, I absolutely love snapping turtles, and if you can house it properly, I wish you every luck in the world, they are great animals.
