Could be, I don't know my puffers, but it looks like the milk spot has bigger white spots, smaller eyes, a broader, straighter black band, and a yellow belly.
it's not c. patoca. shape is wrong. This puffer is more elongate and the dark marking behind the gills is in a different position.
I would recommend the aqualog book if you want a correct book about puffers. Well worth the money!
I went to a LFS today and they had a huge bunch of these. They had the same name but these were about 6-7" and were $40. I was tempted to buy more. I cannot stress just how striking these puffers are.
