The water is always super cloudy and some tanks don't even have FILTERS! I've even seen dried up dead snakes and reptiles in small tanks with a overly hot heat lamps AND NO HIDES OR WATER BOWL! One day I'm going to sneak a camera in there to record all the crap they do and shut them down for good...

WOW. If you don't, I will. That's horrible. But really I don't even know how they can stay in business...oh wait, yes I do!

There was a place like this I went to that was very similar. Poor quality stock, 50 koi/goldfish in a 55g tank. All over 4". All with ich. When I mentioned it to them, they said "yeah, we know." So I asked "what if someone wants to buy one, are you not treating them?" Their response, "we'll sell em one. No treatment. Meh"

During my visit I saw a guy walk in with his dog, go in to the back behind some curtains, come back out with a brown bag, and leave immediately. No cash exchanged, no words apart from head nods, just a brown bag. 98% sure it was a front for a drug dealer

They look surprising good. No HITH disease is huge. Plenty of water changes and they should be doing great. Just a thought maybe give them some epsom salt soaked pellets as a purge along with peas. It will cleanse their system.
