Actually it means the opposite. USDA APHIS and some of fish and wildlife have been furloughed.

That would be nice. But, if customs agents are furloughed that would mean that incoming packages requiring inspection would sit at the US Customs hubs waiting on inspection once the agents return.

I believe you have to worry more about the state's Wildlife Commissions than the feds anyways. They would be the ones enforcing at a local level.
