Okay I'm pretty sure it's been inked.

They can apparently be fed color enhancing foods, be dyed or injected.

Yea we have 6 of them and ours are blue but not nearly as blue. Still pretty loaches though.. duno bout those but ours are mean as hell lol guess we are used to our 6 clown loaches in our other tank
