tank has a fx5 full of mature biomax and a fluval 405 with biomax and carbon

all tanks have pool filter sand and are vacd every other day just to get the poo so like 1/2 gal of water all 3 tanks share same prob so i think its un stable water due to a low ph and hardness

First off, with your stock I would be REALLY happy my PH out of the tap was so low. I wish my tap water was like yours. I have to "work" to get it there. Do you consistantly test the PH/hardness? Do they rise or fall in levels?

When you say "cloudy water" are you talking milky white'ish or the yellow brown'ish water. If it the same tank as the fish in your avatar it looks like you have tannins in your water (tannin acid leaching from drift wood). Do you have any natural drift wood in the tank...? If you do it's not a bad thing.
