Originally, yes they were. The Merlion Dreamfish farm started in Singapore and then relocated to Sabah, Malaysia due to changes in the land use policy of the Singaporean government. The Singaporean government does not support the ornamental fish trade anymore and refuses to renew land and water leases for the farms; instead such leases are now granted to food and agriculture producers who supply the local market.
