Technically moving everything over will instant cycle - also you don’t always have a choice.
But you may need a new filter unless this one is rated for 65 as well as 40 gallons.

Well I dont want to move the substrate. It is absolutely FILLED with Melania snails and I want a lighter substrate this time, since the one I have now is black. Decorations tho ? Can definitely move those along with plants. Only got few clay pots and a small Dinosaur skull I love anyway.
About the filter, thing is I dont remember the model. Since I bought it its flow speed dropped significantly. I guess it still does the job since no sign of Ammonia and fish are fine but I still got the big sponge filter working in it just in case. Wost case scenario I will get a new HBO filter for the 65 Gallon and work it together with the sponge filter. Should suffice yes ?

Those will work, but the less you bring over the less beneficial bacteria comes into the new tank, increasing potential cycling time. Might be a good idea to add bacteria upon setup. The filter may say what kind it is on it.

I believe its an Eheim Classic 250. I might be wrong tho. Says its for aquariums from 80-250 liters.

i ve done complete tank upgraded without any of the old substrate and never had an ammonia/nitrite spike. If you have snails in your old substrate then you will have to live with it in the new tank

besides some bacteria. The substrate will bring in extra detritus and waste matter. Rinsing the substrate to remove that will also remove the bacteria
