I didn't use bait. Mostly used small rubber jigs and Bomber Fat Free Shad crankbaits.

I imagine you need some permits or something. I went from Nicaragua to Costa Rica to Miami and then home to California. 20 hour trip. Much easier to just buy fish here. You could grow jags to this size in not too long.
