I already quarantined him and it looks kinda like cotton and the same fuzz is on his eye too hope this helps out in identifing what it is

QT him, under dose him for ich. If it doesn't help in a few days. Try melafix, for other bacterial issues. Temp should be raised slightly and add aquarium salt.

In the early pics it looks like the base of his fins has turned slightly red? is that indeed the case?.
