I just found a red flag in your statement.

You know the difference between gph and the actual rating, right?

You said you only have about 250gph in this tank total. Thats like a 10g filter?!?!

Also a uv sterilizer might help by killing the bacteria

No. I have 3 hob's that are rated for that plus a canister that says 200gph. I now understand that it isn't sufficient and I am working on a sump for the tank. Hopefully I'll be finished with it this weekend.

Here's an update. Looks like the catfish is going to make a full recovery. He's eating like he used to and the sores are healing. Just gotta wait for him to be 100% then off to the big pond he goes
