I would stop worrying, it is a common fungus that frequently effects wood that looks a lot like saprolegnia fungus. Sap is caused by decaying food, animal flesh, stuff like that that will common create a fuzziness around or on the eyes.
The stuff that is growing on here is actually eaten by some fishes, so no worries on it. I have never had it happen, but a couple of the tanks I have cared for in the past have had an initial growth that was either eaten or died off. I would just scrub the wood real well every time you see some on there, since it can be an eye sore. No need for boiling salt soaks, it's a harmless fungus not a torture victim.
