I'd suggest guppies/mollies/platties. They breed like crazy, about every 4 weeks they'll have babies. Though I think you'd need more than one 10 gallon tank. You'd want one for the parents and one to move the babies to for growing them out a bit. I'd grow them about a month then use them as feeders so they have some size to them. More filling.
