South Carolina Skate or ray... Help Identify, please!

i see these in the bay in tampa in the early spring time, always really small, and always in shallow water, lots of them, and all of a sudden they are gone for the year and return the same time the next year in the same places, sometimes you see them in large schools of juvenile cownose rays
