That would do too.... cheaper than stainless but need talent to weld. No rust.

a tig helps too.. ..and by the way right now aluminum is not cheaper than stainless.

I would add "K" bracing to back panel, two legs meeting at center of top, back chord and extending to back, bottom end leg supports to add structural stability agaist sidesway. Unless u are running saltwater, carbon steel with two coats of a metal specific paint (krylon or rustoleum) should be fine. Sand blemishes over time and recoat if corrosion occurs over time.
