If it is just crud settling in the bottom what about placing a very small powerhead in the overflow box? I have never used a sump, but it that seems like an easy solution to me.
thats a very bad idea. by restricting the drain lines, you risk the chance of a flood if your flow ever changes for wahtever reason. better to have a bit of an overhead then dialing in to the flow that your pumps pushing. unless if your running a herbie style and have an emergancy drain.
Herbie overflow, little info here in the search but a lot over on reef central. Very silent and I clean gunk on the bottom, inside the overflow once a month.

Do a normal 2 hole herbie. 1 with a low stand pipe with the gate valve. The second pipe higher. Tune the gate valve so that water trickles in to the second pipe. Silent operation. This is a pic of my 120 i drilled. I can explain to you how they work if you want. Tanks with build in overflows I always run the 2 stack herbie. My 120 has a danner 9.5 and I barely hear a hum. No water noises at all. Since I drilled the tank I added a second back-up just because it was 6$ for the sch 80 bulkhead. Just one of them drains the tank faster than it can be filled with the pump.
