You might need to add dithers...Jack Dempseys tend to be shy when there is little movement in the tank.
 
Since you like plants, why not put in some floating plants? Will make the cichlids feel comfortable, like duanes said P. Panamensis are gorgeous fish, wetspot has some in stock now.
 
My time in the army was also a time where I couldn't keep fish.
Since you like plants, and the tanks are on the small side, you may want to choose Central American cichlids wisely.
Most Vieja type are primarily or at least partially vegetarian, and will decimate most plants, and many other territorial cichlids will tear them up in small tanks.
I have had good luck with cichlids of the genus Criboheros, P panamense and A nanoluteus and plants
Cribroheros (formerly Astathoeros)rostratum, these do well in groups and will not outgrow your tanks for couple years if bought young enough


Amatitlania nanoluteus, these will not outgrow you your tanks

P (formerly Archocentrus) panamense also grow slow and not outgrow your tanks for a long time

any Vieja, Parachromis and many other will outgrow your tanks in a year, maybe less.
Others (although may be hard to find), that has done well for me with plants are cichlids of the genus Theraps

Thank you, I was unaware of grow rate of different types. Hopefully I'll be at my current station long enough to see some grow up. Will be sad to give some up when the day does come.
 
Below is a video I took in Mexico, of how JDs live in nature. Rhamdia catfish and live bearers such as Velifora mollies are normal companions. Many of the mollies are almost as large as the JDs
For every 1 JD there are usually 10 mollies.
I have found a male JD will usually guard an area of about 250 gallons.

Hey, small update on tank. I've learned that being away from fish keeping for a long time(7 years) it's hard to keep up with the regiment. Lol

However, trial by error is still going on, I had my corys get sucked up the filter ( the bottom vent fell off during night and found them in the tube next morning. The rumynose, idk what happened to them. Found 2 dead but the other seemed to disappear.

As of now I still have the JD, I've been waiting to add fish as I seem to have a strong film at top of tank every few days. If someone can recognize it please let me know how to fix it. My readings are fine so idk what it is. I thought it might of been the wood, I cured it for about 10 days but even after being in the tank for 2+ weeks I still have the film. I've been doing 30-50% water changes twice a week.

In the mean time, algae is growing so today I added 3 otos along with 2 sterbai corys. The plants are growing well, took me a few readings to understand to add flourish daily. So I started doing daily doses this week and have seen the dwarf grass spreading.

I've finally decided to make a large purchase of flourish and prime, I was using some off brands but in my past have had good luck with these brands.
