ive hand fed my polys before.
however only my lower jaws will hand feed.
they seem to enjoy being hand fed live or frozen foods but not pellets.
theyll eat any pellets,although sinking would be better.
itd be good if you could upload those pics.

thats a polypterus senegalus or just the senegal bichir
sand is the bes substrate for polypterus because of the way they eat
for food at that size feed it blood worms mysis shrimp or other shrimps and worms they most likely won't eat flakes and it can be hard to get them to eat pellets but you could try it
they do grow 12'' you your going to need a 55 gallon tank minimum because there a more active polypterus
