On smaller tanks usually you can get away without another type of mechanical filtrtion but you do want something to maintain BB... so depending on the amount of LR you have then no. That being said activated charcoal is used to clean the water and keep it clear. It might be worth having just a power filter with just ac in it
 
Run a skimmer, atleat 3 powerheads like koraliAs, you could do a powerfilter and add a bag of Chemipure. It's good stuff. And even if you have 50lbs of liverock i would still recommend all these to you. A sump wouldn't hurt as well. It's not expensive at all either.
 
agreed. mechanical filtration is just that. removes the waste. If you good at keeping up with water changes, and you have decent water movement you could get away with just a skimmer. However it needs to be a decent and well tuned skimmer.

a sump or wet/dry would be best. u could even do a hob refugium.

i think most people will agree here to avoid canister filters.

do u have the tank already? if not, in my opinion i would start with a tank size 55-75 gal to start. i started with a 30gal for my first salt tank, its nice but its just too small. you are very limited on fish selection. i think a 75gal 48x18x21 is a perfect starter tank.

i have a aqua c remora skimmer also, easy to use.

some people will use just a skimmer and powerheads for filtration.
 
U can get creative and build your own for cheap. I think 10 gals would be enough. Or u can buy 1 already to go. Your choice.
 
also if you had the cash you could use that 40gal as a sump and get a bigger tank. that way you wont want to upgrade in a few months and gives you more options
