Use the steel use heavier than 12 gauge. 3/16 is minimum. Paint with an marine enamel after sand blasting complete unit. spray foam the out side of the tank to hold temperature in tank. I build steel tanks for liquid storage for a living it is quiet easy to do. just an idea. Have you ever seen large fish farms like for trout the ponds are actually round open ended tanks and many have a window on one end.
 
umm why not POR-15 all of your metal? por-15 once dry will stop rust dead in its tracks and won't allow rust to start!

I use this on vehicles, the stuff has a major WOW factor to it, If i was building a tank from steel I would paint in POR-15 first (of course you can put a different top coat over this for the outside frame work)

The stuff is expensive, but won't allow the metal to rust, better than epoxy for metals, or to atleast stop rust or prevent it (i'm a painter)

anyway check it out.......very good stuff, especially if you want your tank to last a real LONG time. :)

you're using a liner right? not just coating inside of the tank? I would coat inside then use liner.

I hate rust.
 
I'd say make the "skeleton" (internal frame) out of steel, and then somehow piece some nice oak around it, giving the wood finish, but strength of steel on the inside.
