Yes, leveling feet are the easiest way to level it up (better than shims, a concrete floor will not be level over the distance involved).

I can't tell from your rough sketch what dims of your frame are exactly, but be sure that the top and bottom tank can be supported at their perimeters AND that you can get the bottom tank in and out.
