I have heard bad reviews about both of them getting curious and messing with rays.

From where? For flagtails, yes, I have read it and I do not even believe it as characins are not known to suck on other fish's slime coat. But for tinfoil barbs, I cannot see how it can happen. They are non-nippers nor do they bother anyone else in my tanks. Had 9 in my 250 gallon. They are the best cleaners. Also, they are good for cichla. Peacock bass show interest in them and try to attack them in short bursts but never really hurting them. Gives cichla some practice and exercise. I say you should at least try it.

One of them is in being weighed down. Its already on slate but stil wants to come up. The other one will need to presoak outside the tank first.
