The toxin is in the sheath which normally is gone by the time you find the detached barb. Some people boil them but I've never found it to be necessary.

Not when they're dry. My brother has a necklace of stingers and one time got cut up, but no infection or poison effects.

Only once the sheath is gone are they safer. A barb is still a very sharp serrated 'weapon' without the toxin.
