I have had my ray for almost a year. It is a P. Hystrix. I started out in a 90 Gallon but about a month ago I moved a 180 into its place.
I have been experimenting with currents and placement of the nozzles from the FX5. I have found that he tends to hover more or less under certain conditions. At times he will hover anywhere from 2 to 10 minutes at a time without resting. It appears to me that he really enjoys the current.
In my opinion the hovering is a result of a happy, healthy animal who simply has the energy to burn.
I'm no marine-biologist, but like someone else said, if he's eating, he's probably doing well.
Good Luck.
