Stingray not eating and getting less active need help i am new

Really need more info to help you out...temp is important...82°F is a good temp to get a ray eating and healthy. Make sure your filters are cycled...check ammonia. Should read 0. If everything is in check as far as temp and water quality, try chopped night crawlers. Never seen a ray turn them down. I've had rays that will turn down all other food, but attack chopped night crawlers fiercely. They will put weight on your ray fast too. Chop them up to bite size and rinse them off.

i try to feed 2 but didn't accept
 
Also consider upgrading your filtration. He could be stressed from that. Ho high do your nitrates get before water changes? Do you ever get ammonia with such little filtration?
