I recommend a combination of opinions here: For the next 2 weeks attempt to target feed him using tongs or, as NIC stated, using a large siphon tube. If this is not working you must provide him some isolation from the more aggressive feeders. Divide the tank or move him out, fatten him up then consider returning him to your main system.

I've been feeding a lot of extra pellet and shrimp after the pellet so the othe fish will just let the shrimp hit the bottom. He's eating a lot better but I'm doing WCs like MAD 3 a week at 25-40%. but that's ok.

You're MAD = the norm.

Some of us do 50% 4 times a week on a regular basis...... Some even more.
