From the research i have done most fw rays will range from 12" to 18 or 20" diameter. Reticulated rays (potamotrygon reticulata) are often sold as teacup stingrays and will reach roughly the 12" mark. In my experience they have been pretty hardy once acclimated and eating properly. My advice would be to try and find a tank bred specimen as they usually are more willing to acclimate to a particular food source.

What type of stingrays were you thinking of getting? bluedemsey has some real nice stingrays

if you want a ray you should have a tank thats at least 2' wide
