Even if the government did try what you are saying, the results can be disastrous. I'm a title II gun owner and have to deal with registration with the ATF. It's amazing how incompetent the government is at maintaining a registry. After nearly 80 years they still can't get it right which is one of the myriad reasons I'll never accuse the government of being competent.

Stingrays in places where they're banned will never happen for one simple reason: there's no money to be had for the state by allowing them, but tons of liability and cost. It's simply easier for the state to ban them outright. It sucks, but that's the way of things.
