Rays aren't banned in CA because they're believed to be endangered. They're listed as class (D) which means they're considered to be detrimental to native species if released.

okey...let me get this right... the freshwater stingrays are illegal but not banned in CA. they are only illegal because they are scared that someone will release them on rivers? :screwy: so if i have one for my own and get caught i'll get fine right? or jailed? :(

You'll get one or both. And there's no difference between illegal or banned in the eyes of F&G as pertains to private hobbyists.

You also have to consider the "example" factor. If caught and a trial prevails, the attorney for the state may blow your incident up to being part of a wholesale disregard of F&G laws by all californians. The judge may make an example of you, by way of a more harsh or max judgement, in order to "send a message" to other hobbyists maintaining or thinking of maintaining restricted species.
