Stocking a 250 gallon coldwater.

Heck my garage gets to 110 F in the summer, maybe hotter! 70 is very cool for anyplace in the USA in the summer for a garage which is why I asked.
 
Well the outside air never get above hundred so maybe 90 in the garage bit it gets cool at night so probably more like 75ish. I dont really want a bullhead, Im still afraid his fin will cut open the liner and sunfish are kinda boring. Any odd fish that would work?
 
Bullhead, crappie, bluegill, pumpkinseed, channel cats, small mouth. Is there any way a small mouth could live in a 250 gallon by its self. As for substrate, Id like to do playsand. Im afraid it will get in the pump and that it will be extremly hard to clean. Would bare bottom be ok for a bullhead bluegill and crappie tank. I abondoned the idea of weather loaches because they are escape artist.
