Not necessarily. A congo puffer can live in full freshwater

I tried Africans before and didn't like them

No not really. There are many species of puffer that don't need a brackish or salt environment.

+1 but looking at what you've kept previously and how you thought a sen was boring I don't think a congo puffer would be the right way to go lol cause what what i've read and seen they're pretty awesome, but they don't move much. I think a colony of dwarf puffers is a good idea because they are more active and I think you'd like them better

Exactly this. Congo puffers tend to find a back corner of their tank and sulk in it, whereas if you went a colony of dwarf p's you would get more activity

For puffers there are a few smaller species yiu can look into other than dwarfs such as the;

C.irrubessco
