Stocking a 4x1x.15

this i what i hope to stock it with. do you think i have over stocked?

is the amount of fish i putting in overstocking the tank or could i add more tetras?
 
That stocking level seems like it's just about right - discus don't like flowing water and I'm not sure where you got that information, their natural habitat are pools/lakes made up of rain waters...very very calm.

since the tank volume is only ~50 gallons, i would stick with only one of the schools of tetras, unless you can perform 50% water changes ever 2 days or something. Discus need room to roam, as do the other fish. Maybe your stocking could look more like this:

6 discus
12 tetras (all one type)
8 corydoras
2 small L's
4 apistos.

That is still 32 fish in less than 50 gallons of water, so be VERY careful, especially when the discus grow up.

way way overstocked.
more like 6 discus, 15 rummynose tetras (bleeding heart tetras are nippy for discus)and 8 corys, 1 L number plec

discus get huge, rams/apistos need room, so do tetras

i doubt it, but they get bigger and are deeper bodied than rummys or cardinals. I would truly recommend just getting discus and cories, with maybe 10 cardinals or rummynoses - remember that you are only working with probably around 40 - 45 gallons of water. Discus can get 6"+ and are very tall - maybe in this size tank, getting 6 juvies, raising them up, then after a pair forms, selling the rest. This would then allow you to keep them with a larger school of tetras as well as the cories and one or 2 l numbers, as well as possible a pair of dwarfs.

(BTW, please correct me if i am wrong, i am simply going by what i have read about discus and my experience with angelfish, as i have only kept discus once)
 
the bleeding hearts can get agressive and nip fins NOT rip. they can stress out the discus causing death to them. so i would my earleir mentioned stock list. 6 discus max!
