Haha yeah it is. But to me everywhere that fish and fish stuff is cheaper is a huge bargain.
 
a few panda corys and a shoal of about 20 cardinal tetras would look nice alongside some of the plants already suggested. The buenos aires tetras grow larger, so you wouldnt be able to keep as many in a shoal. Other shoaling tetras you might be interested in; rummy nose, bleeding heart, penguin, lemon, serpae....there's loads more. The serpae's are nice.

Maybe you need to move to HK... rummy noses here cost next to nothing (10 for under $7 USD) !!! actually most fish here cost next to nothing...
